Ketagalan Institute, established in 2003 by former President Chen Shui-bian (陳水扁), of DPP affiliation, will hold an annual fundraising party on June 4 to express appreciation for Chen’s contributions to the Institute. Chen Shui-bian and Taipei City Mayor Ko Wen-je (柯文哲) plan to attend the party, according to Chen's physician Chen Chao-tzu (陳昭姿).

Chen Chao-tzu stated that “attending the party is also a kind of therapy,” adding that “Would the Justice Ministry dare to revoke Chen’s medical parole for this reason? In that case, people of Taiwan would surround the Justice Ministry to protest.” Physician Chen went on to say that even President Tsai Ing-wen (蔡英文) had issued an invitation to Chen Shui-bian to attend her May 20 inaugural state banquet. Therefore, it was justifiable for Chen Shui-bian to attend a party sponsored by the Institute that he established himself, according to Chen Chao-tzu.

 Chen Chao-tzu pointed out that the Institute had also invited Chen Shui-bian to its annual fundraising party last year, but the Justice Ministry denied his request in the end. Chen Chao-tzu went on to say that it hadn’t been decided whether to request for permission to attend the party this year or just go to the June 4 event directly. However, she stressed that convicts on medical parole also deserved to be treated humanely.

In response, Justice Minister Chiu Tai-shan (邱太三) stated yesterday that he would make a comprehensive review after receiving Chen’s request to attend the fundraising party. However, Chiu went on to say that if Chen should attend the event without even submitting a request, he might violate the provisions of his medical parole.

According to the Taichung Prison, all public activities Chen attends must be related to his medical treatment, so it would inform Chen’s family not to allow Chen to participate in activities unrelated to his medical treatment.
