Morris Chang Criticizes Gov’t for Lacking Clear Policy Direction

The 10th National Science and Technology Conference (NSTC) is being held in Taipei from December 5-7. During the conference, Morris Chang (張忠謀), chairman of Taiwan Semiconductor Manufacturing Co. (TSMC), criticized the government for a lack of clear industrial policy.
Chang stated, “The government keeps talking about the importance of transforming the nation’s industries. However, the government has not given enterprises any guidance. This is not a good thing. Many enterprises do not know how they should revamp their operations. Only government officials and scholars remain in the conference talking in circles while enterprises are ‘wailing’ outside of the meeting.”
Chang stated that the 1970s and 1980s were the golden age of the conference. “In the early years, entrepreneurs were excited about the conference. They were active participants and were eager to look for a direction for Taiwan’s economy. They found opportunities in information technology and semiconductor. However, now, only government officials and scholars attend the conference. Entrepreneurs rarely join.”
Chang stated that the government should encourage more entrepreneurs to join the conference, adding that the discussions in the conference should not be limited to certain abstract topics between government officials and scholars.
In response to Chang’s criticism, Yang Hung-duen (楊弘敦), Minister of Science and Technology, stated that the government was not sitting idly by, but was active in pushing for innovation in industries.
Chang stated that the government earmarked approximately NT$100 billion (approximately US$3.125) billion for the nation’s scientific and technological development, adding that given the fact that 80% of the money came from enterprises, the government should do more to encourage entrepreneurs to attend the conference.
