In the evening of February 13, 2017, a tour bus operated by the Taipei-based Iris Travel Service Co (蝶戀花旅行社) overturned when traveling down the highway interchange connecting National Freeway No. 5 and National Freeway No. 3 on its way back from a cherry blossom sightseeing tour, leaving 33 people dead and 11 injured. The injured and the families of the deceased jointly filed charges of negligent homicide against the principals of the Iris Travel Service Co and Yeow Lih Transportation (友力通運公司) as well as six others with the Shilin District Prosecutors Office.

Yesterday, the Shilin District Prosecutors Office wrapped up its investigation into the fatal tour bus crash case, deciding not to prosecute the eight accused, including Iris Travel founder Chou Pi-tsang (周比蒼), Iris Travel principal Chou Chi hung (周繼弘), Yeow Lihprincipal Huang Ho-ching (黃河清), etc., on the grounds that exceeding the speed limit by the bus driver, Kang Yu-hsun (康育薰), was the main cause of the fatal crash. Kang also could not be prosecuted because he died in the crash.
