Control Yuan Adopts Corrective Measures Against MOFA over Su Chii-cherng Suicide Case

A super typhoon struck Japan last September, causing over 3,000 Taiwanese to be stuck in the Kansai International Airport. Our Taipei Economic and Cultural Office in Osaka (TECO) was criticized for its sluggish services during the disaster, and then Su Chii-cherng (蘇啟誠), director of the TECO, committed suicide over this matter.

The Control Yuan yesterday made public its investigative report, pointing out that the Ministry of Foreign Affairs (MOFA) failed to verify the facts, demanding the TECO solemnly review and improve its services based only on a phone call without double checking. Moreover, according to the report, the words and deeds of Frank Hsieh (謝長廷), ROC Representative to Japan, violated provisions of the Civil Servant Services Act, and MOFA, as Hsieh’s superior agency, was oblivious to Hsieh’s behavior, so the Control Yuan passed a corrective measure against MOFA. 

However, some Control Yuan members of the Tsai Ing-wen’s faction, including Wang Yu-ling (王幼玲), Tien Chiu-chin (田秋堇), Tsai Chung-i (蔡崇義), and Cheng Shi-meng (陳師孟), issued a “dissenting opinion” at the same time yesterday, upbraiding most of the content of the report, saying it was based mostly on assumptions, and expressing regret that the report failed to disentangle the facts and logic.

Control Yuan members Chiang Yi-wen (江綺雯) and Chang Kuei-mei (仉桂美), who initiated the case, said that “we are pretty confident in the quality of our investigations” because we had probed into the case since last September.

MOFA released a press statement in the afternoon of May 23, indicating that MOFA attached great importance to the case, and conducted a review of the case with the most serious and responsible attitude, but MOFA did not completely concur with the conclusions made by the Control Yuan.
