The "cigarette smuggling case" shocked society; as understood, in order to have the person who should truly be held accountable to show up and shoulder responsibility, "Deep Throat" recently exposed to the China Times, directly pointing out that the funds for cigarette smuggling were not completely from private pockets and that there even existed “special agents private coffers” of a public funds nature.

 

The whistleblower points out that the money aide-de-camps used to purchase cigarettes was from an ad hoc fund for awarding meritorious acts which came from several sources: ad hoc cash awards during state banquets, expenditures for additional dishes during the lunar new year’s and other important festivals, cash awards for the three festivals etc. the special agents utilized the remaining balance allocated for miscellaneous expenditures of these funds piled up to erect "private coffers" of the special agents. And according to the investigation, the source of this fund came from the Confidential State Affairs Fund of the President.

 

Tseng Ming-chung, KMT legislative whip, believes that if what was exposed were true, this would not only be a smuggling case, but organized crime, and the KMT caucus would demand that the prosecutors and investigators probe into the cash flow involved.
