Ex-Amb. Criticizes Tsai for Flunking the Course on Constitution

Interpreter Zhao Yi-xiang (趙怡翔) was appointed as the political section chief in the Taipei Economic and Cultural Representative Office in the US. Control Yuan members Chang Kuei-mei (仉桂美), Jane Y. W. Chiang (江綺雯), and Liu Te-Hsun (劉德勳) considered that Zhao’s appointment did not meet the requirements relative to qualifications, so the Control Yuan adopted a motion of rectification against the Ministry of Foreign Affairs (MOFA).
In an interview yesterday, President Tsai Ing-wen (蔡英文) indicated that the MOFA and the Ministry of Civil Service under the Examination Yuan both explained that there was no problem with this personnel appointment, adding that “I hope that the Control Yuan is able to adhere to the constitutional division of powers, respecting the decisions made by executive branch of government.”
Amb. Dale Wen-chieh Jieh (介文汲), former representative to New Zealand, opined that the Constitution of the Republic of China (ROC) vested Control Yuan members with the power to monitor and oversee other branches of the government, which surely included the executive branch, adding that since the power and functions of Control Yuan members were vested by the ROC Constitution, how could the President’s power exceed the Constitution? Jieh went on to state that President Tsai’s statement merely proved that she flunked the course on ROC Constitution, completely showing that she did not understand the meaning of the Five-Power Constitution and the existence of the Control Yuan.
