The Tsai government has been promoting the New Southward Policy, so numerous Southeast Asians have come to Taiwan for tourism and studies. According the statistics compiled by the Ministry of the Interior (MOI), in 2018, foreign tourists to Taiwan totaled 11.06 million, of which Southeast Asians accounted for 2.42 million.
An Immigration Agency official found that the cost for Southeast Asian tourists to Taiwan was less than half of that for their countrymen as foreign workers, adding that after the implementation of the New Southward Policy, the phenomenon of “overstaying tourists exceed illegal foreign workers in Taiwan” appeared. The official went on to explain that if taking up illegal part-time jobs was the goal, as Southeast Asians found that entering Taiwan as tourists cost less, naturally, more and more would choose this approach.
