CEC Organic Act Revision: 5 CEC Nominees Concur with Amending the Law by Adding “Lee Chin-yung Clause”

The Interior Committee of the Legislative Yuan (LY) yesterday exercised its confirmation power over five nominees to the Central Election Commission (CEC, 中央選舉委員會), namely, Huang Shiou-duan (黃秀端), a professor at Soochow University (東吳大學), Chiu Chang-yueh (邱昌嶽), incumbent Deputy Interior Minister, Chen Yueh-tuan (陳月端), a professor at the National University of Kaohsiung (高雄大學), Lin Chao-chi (林超琦), an associate professor at National Chengchi University (政治大學), and Meng Chih-cheng (蒙志成), an associate professor at National Cheng Kung University (成功大學).

During the interpellation session, the five nominees all concurred that the CEC should amend the Central Election Commission Organic Act in the future, clearly stipulating that “Three years prior to the start of their CEC terms, no CEC nominees may take any positions in political parties, participate in elections for public office, or take a paid job at government agencies." This proposed revision was dubbed the “Lee Chin-yung clause,” as Lee was nominated in May 2019 as chairman of the CEC after he had lost the yearend local elections in 2018 as Yunlin County executive, and then the DPP voided his party membership following public criticisms.

The Interior Committee finally unanimously confirmed the five nominations, and decided, by resolution, to refer the package to the plenary session for follow-up legislative action.
