Organic Law Revised: Number of EY Members Cut in Half

Yesterday, the Legislative Yuan completed the legislative action on an amendment bill to the “Examination Yuan (EY) Organic Act,” cutting the number of EY members from the existing 19 to between 7 and 9, and cutting their term of office from six to four years.
Ker Chien-ming (柯建銘), DPP legislative party whip, stated that the purpose of cutting the number of EY members in half was to minimize the harm brought by the outdated Constitutional organ. [Editor’s Note: The DPP has long advocated the abolishment of the EY.]
EY member Chou Yu-sun (周玉山) criticized that Ker’s remarks deviated from the truth. Chou went on to explain that the existence of the independent examination power indeed maintained the separation of powers under the Constitution, preventing the Cabinet from political cronyism, e.g., the appointment of Vincent Chao (趙怡翔), a non-career civil service in the Foreign Ministry who took up the position of chief of the political division at the Taipei Economic and Cultural Representative Office (TECRO) in the US, generally considered as the most important mission abroad.
