 Taiwan Ranks 3rd to Last in 2020 Climate Change Performance Index

According to the ranking of the 2020 annual Climate Change Performance Index (CCPI) released on December 10, Taiwan has ranked No. 59 among the 61 countries assessed, i.e., the third to the last, merely surpassing Saudi Arabia and the US in the rankings. This is the worst ranking Taiwan has ever received in the CCPI.

The CCPI is an instrument designed by Germanwatch, a German environmental protection organization, to assess the 61 countries’ aggregated performance in 14 indicators within four categories, i.e., GHG Emissions, Renewable Energy, Energy Use and Climate Policy.

Gloria Hsu (徐光蓉), a professor of atmospheric sciences at National Taiwan University, stated that the 2020 CCPI assessment was made based on data from 2017, adding that GHG emissions in Taiwan had continued to increase since 2017, so Taiwan might receive a worse ranking in the CCPI for the year 2021.

With regard to Taiwan’s third to the last ranking in the CCPI, the Environmental Protection Administration (EPA) stated that the index was not fair for countries such as Taiwan that relied on energy imports and was in the process of energy source transformation.

Yeh Guang-perng (葉光芃), chairman of Air Clean Taiwan, stated that during a protest march against air pollution in 2015, then opposition party DPP pledged to establish an Office of Energy and Carbon Reduction if it took power. Yeh went on to say that the DPP did come to office in 2016, but the Office of Energy and Carbon Reduction existed only in name, failing to effectively carry out its functions and responsibilities. Yeh criticized by asking, “On what basis does the DPP government dare to say it felt aggrieved when it did a poor job?”
