Slow Yang (楊蕙如) was indicted by the Taipei District Prosecutors’ Office for hiring and instructing cyber warriors to exercise spin control through social media outlets, resulting in the suicide of diplomat Su Chii-cherng (蘇啟誠), then director of the Taipei Economic and Cultural Office (TECO) in Osaka. As the Yi Shih Company Ltd. (易始股份有限公司), founded by Yang, won tender bids for five contracts from the Taipei City government between February 2016 and January 2018 in order to hold the WTA Taiwan Open, Angela Ying (應曉薇), KMT caucus whip in the Taipei City Council, believed that it would be extremely difficult for Taipei City Mayor Ko Wen-je (柯文哲) to distance himself from Yang, so the KMT council caucus decided to demand that Ko appear before the Council to deliver an ad hoc report on the tender cases in which Yang won for the WTA Taiwan Open.
