1 NCO & 1 Enlisted Man Die in Landing Drill Accident/1 Major Said to Have Committed Suicide

In a landing drill in waters off Zuoying, Kaohsiung on July 3, a Marine Corps raft overturned. A total of seven non-commissioned officers (NCO) and enlisted men aboard fell into the water, and three of them were rushed to the hospital after drowning. Pfc. Tsai Po-yu (蔡博宇) and Sgt. Chen Chih-jung (陳志榮) were declared dead on July 5, while Cpl. Amale Taokatu was still placed on an extracorporeal membrane oxygenation (ECMO) machine.
Maj. Yang Chang-lin (楊昌霖) of the Navy Education, Training and Doctrine Development Command, who served as an adjutant in the drills, was found to have committed suicide in the morning on July 5 at the Zuoying naval base. Prosecutors would not only conduct an investigation of the cause of Yang’s death with an autopsy, but also investigate whether any human negligence or omission was involved in the accident.
Moreover, an investigation group was formed by members from the Navy Headquarters and the Marine Corps Command to get to the bottom of the accident. The group indicated in its preliminary report that surging waves owing to sudden changes in ocean meteorological conditions resulted in the fatal accident.
