Navy: Sudden Changes in Ocean Meteorological Conditions Cause Landing Drill Accident

Yesterday, the Navy Headquarters made public a preliminary report on the landing drill accident which occurred in waters off Zuoying, Kaohsiung on July 3, indicating that human and mechanical factors had been excluded, and that surging waves owing to sudden changes in ocean meteorological conditions resulted in the overturning of two Marine Corps raiding rafts, leaving one non-commissioned officer (NCO) and one enlisted man dead, and another one NCO in critical condition after drowning.
In spite of the Navy’s report, Lee Ming-chang (李明昌), a prosecutor of the Ciaotou District Prosecutors Office assigned to conduct an investigation at the scene of the accident yesterday, indicated that the naval report was only for reference, and that the case would not be closed based solely on the report.
