The National Security for Hong Kong Act officially went into effect late at night on June 30. In its first meeting yesterday, the Commission for Safeguarding National Security of HK, established in accordance with the Act, promulgated the Implementation Rules for Article 43 of the Act, effective today.  

In accordance with the implementation rules, HK authorities may require foreign or Taiwan political organizations or their agents to offer information on activities concerning HK.  

A foreign or Taiwan political organization, or a foreign or Taiwan agent, failing to provide information as required by HK authorities, are liable on a conviction to a fine of HK$100,000 and to imprisonment for six months, unless the organization or the agent can prove that all due diligence has been exercised or prove the existence of circumstances beyond control.  

If any information provided is false, incorrect, or incomplete, the person who provided the information is liable on a conviction to a fine of HK$100,000 and to imprisonment for two years, unless the person has grounds to believe that the relevant information is true, correct and complete.
