  After a New Page in US-China Relations Is Turned, Cross-Strait Relations Should Also Be Normalized

The Trump-Xi Summit held at the Mar-a-Lago resort in Florida has ended. Despite the fact that neither side had too many expectations beforehand, the outside world has characterized this summit as a meeting for mutual familiarization. However, there have been some harvests behind the placid surface. To quote Trump's words: "We have made tremendous progress in our relationship with China."

First, Trump has accepted Xi Jinping’s invitation and will go to the Mainland within the year for a state visit in order for the result-style summit to continue. Second, although Trump is not prepared to continue the US-China "strategic and economic dialogue" during the Obama administration, the four newly-established "high-level consultation structures," i.e., the diplomatic and security dialogue, the comprehensive economic dialogue, the law enforcement and cybersecurity dialogue, and the social and humanities dialogue, will be able to ensure that tensions and problems of both sides will get opportunities for discussions and solutions.

As for the issues of "the one China policy" and "the fourth communiqué" for which we are deeply concerned, White House officials stressed before the summit that Trump's "one-China policy" was the three US-China communiqués between the US and China, and the “Taiwan Relations Act” and that there wouldn’t be any deals during the summit. The Chinese side must have been satisfied with the US explanations; for this reason the summit this time did not touch on "one China" or the Taiwan question.

The United States has returned to the traditional "one China" policy and Beijing feels satisfied, while it may not be detrimental to Taiwan. The Mainland is concerned that the United States supports Taiwan independence behind the scenes, but as long as the United States makes the commitment, the Mainland is confident to handle cross-Strait relations. As long as the Mainland is confident, Taiwan should not cross the red line lightly and should make proactive moves. Thus probably there would be opportunities for cross-Strait relations to rebound from rock bottom.

President Trump has been in office for less than three months; US foreign policy has gradually returned back to the normal track, and the functions of the US National Security Council have also been normalized. The entire world has heaved a sigh of relief. The Trump-Xi Summit represents a new page in US-China relations. After that, we have to see whether cross-Strait relations can return to normalized channels.
