Under the ardent expectations of external circles, Kaohsiung City Mayor Han Kuo-yu, upon assuming office, immediately started his moves, hoping to create opportunities for Kaohsiung people to make great fortunes. Han Kuo-yu is adept at creating issues and is full of ideas; so far he has been able to keep outside circles highly interested in him and Kaohsiung. Exploratory tour groups from Southeast Asian countries have recently all included the port city in their destinations; it can thus be seen that he has already raised the name recognition of Kaohsiung. Nevertheless, marketing and transformation of a city requires more multi-faceted creativity, and at the same time, coalescing with the uniqueness of Kaohsiung so as to attract tourists, making them want to come back again and again.

Busan, selected by the travel magazine Lonely Planet as the best tourism city of Asia in 2018, and Kaohsiung have many similarities. Situated in the southeastern corner of South Korea, Busan is the second largest city and the biggest port in Korea, and is also the site of South Korea's heavy industries. At the end of 2013, Suh Byung-soo, the then newly-sworn in mayor of Busan Metropolitan City, turned Busan into the center of four industries, i.e., Meetings, Incentives, Conventions and Exhibitions (MICE), and through these industries geared up tourism, equipment firms, logistics and warehousing, commuting security, board and lodging, and other peripheral industries.

In order to attract visitors to stay on for tourism and consumption after the meetings or conventions, Busan City Hall made good use of Busan’s geographical advantages with mountains and waters, coalescing with local cultural features to nurture innovative attractions. At the same time, it regularly held various kinds of sporting events, introducing Busan tourism to the entire world. Now, the Busan Film Festival and the Busan Magic Exhibition have both become top-notch events in Asia.

Looking at Kaohsiung from Busan, both Kaohsiung and Busan are situated in the southernmost tip of the country, both possessing the biggest ports, both started with the development of heavy industries, and both face the problem of industrial transformation involving “youth moving north.” Under the gearing up of Busan Mayor Suh Byung-soo’s MICE project, Busan, in four short years, splendidly transformed into the best tourist city in Asia. Looking back at Kaohsiung, Han Kuo-yu has taken the first step in making Kaohsiung a hot topic; in order to allow the southern metropolis to take off once again, her sister city, Busan, is an excellent point of reference.
