Kaohsiung City Mayor Han Kuo-yu recently had two talks, one before the Chinese community in the United States and another in an exclusive interview with a TV outlet from Taiwan, explaining in detail about "the rise of the hillbilly" and "the new deal in the first hundred days in Kaohsiung," and also letting the outside world understand what "Han Kuo-yu economics" was all about. To put it simply, it is shaking off the baggage of ideology and utilizing the hillbilly spirit, letting society have faith in the future, so that the economy will have a chance to turn around.

The great economist John Maynard Keynes emphasized that "faith" is an important factor in determining economic prosperity. Han Kuo-yu created an impact on Kaohsiung’s economy in recent months, principally because he brought Kaohsiung citizens and supporters, both domestically and overseas, a “faith” in optimistic expectations.

The farm and orchard produce as well as aquaculture products of Kaohsiung have excellent quality and reasonable prices, yet they still need to have "faith" in the City Hall led by Mayor Han Kuo-yu, so that all agricultural and aquaculture products “can be shipped out." Secondly, it is utilizing Kaohsiung's diverse traditional delicacie, the warm personality of southerners and outstanding geographical environment, to organize various activities and plan systematic theme tours (such as love industry chain, military tours) to develop tourism, bringing people into Kaohsiung, "letting people come in," increasing job opportunities, so that real estate deals and prices are both climbing, people feel they are well-to-do, and willing to consume, thus related investments are being geared up.

Another principle is that as we want to "ship merchandise out," we do not want entanglements from ideology. We are not the United States, and do not have the conditions currently, nor is it necessary to haggle with others over minutiae; if North Korea wants to buy merchandise from Kaohsiung, Kaohsiung will of course sell it, and we do not have to, for the time being, argue about democracy or human rights in North Korea.

If the Tsai government is willing to learn from "Han Kuo-yu economics," then all of Taiwan can be prosperous; as to Mainland China, it can enhance communication and produce influence. If it cannot fathom and understand, then it is destined to repeat the fate of the stunning defeat in last yearend's local elections.
