In the fire of illegally-built factories on farmland in Taichung, two firefighters perished, eliciting criticism on the maladministration of the Su Tseng-chang Cabinet granting “amnesty” to factories built on farmland in June. When Chen Chi-chung, Minister of the Council of Agriculture, was interpellated at the Legislative Yuan yesterday (October 8th) about the issue of the release of the list of newly-built illegal factories on farmland, he surprisingly, passed the buck, claiming that it was the responsibility of the Economics Ministry and local governments. As the Minister of Agriculture, Chen Chi-chung did not proactively protect agricultural land, instead he passed the buck, being truly embarrassed to face the farmers and his own functions and duties.

 

Chen Chi-chung’s attitude is repugnant to others, principally because he rose from the rural movement, for a long time devoting himself to the “Taiwan Rural Coalition”, and was thus recruited by Tsai Ing-wen to the Cabinet. Who knew, when he had the opportunity to lead in the agriculture decision-making and explore new opportunities for agriculture, he was nevertheless obsessed with his being in the role of a "new political star", forgetting his erstwhile enthusiasm and commitment to agriculture. In over three years of Chen Chi-chung’s service in the Cabinet, the impression of outside circles about him nearly remained when he fought with all efforts to protect his comrade at the "Taiwan Rural Coalition"-- Wu Yin-ning, then general manager of the Taipei Farmers Market, occasionally he even played the extra role of "attacking Han Kuo-yu." Besides this, what reforms or innovations in Taiwan's agriculture he has pushed for is a total blank. And now, the public cannot even bear to look at his passive attitude in the matter of the encroachment of factories on farmland: how could a figure in the rural movement have fallen to such an extent?

 

Chen Chi-chung was recruited to the Cabinet as a figure in the rural movement, yet he could not properly use of his functions and authority to safeguard agriculture and benefit farmers, instead, becoming a yes-man in politics. Before him, Chan Shun-kuei, then deputy administrator of the Environmental Protection Administration, was likewise, betraying his idealism of the environmental protection movement in order to politically endorse the construction of the Shenao Power Plant, but eventually being unable to escape the fate of being jettisoned by politics. These figures in social movements have scrambled to be turncoats; besides their personal decadence, it in fact reflects the decadence of the DPP government.

 

On the issue of illegally-built factories on farmland, the Economics Ministry and the Council of Agriculture passed the buck in unison to "local governments"; this thoroughly exposed the irresponsibility of the Su Cabinet. Last month, Premier Su Tseng-chang, without communication or coordination, arbitrarily gaveled down on repealing the Revenue Stamp Tax, which ought to be a "local tax"; to date, he has not yet explained how he would compensate the revenue loss of local governments, fully demonstrating the highhandedness and abuse of power of the central government. With regard to the source of revenue, as well as the rights and interests of local governments, the Su Cabinet thinks nothing of taking them away at will. However, on the issue of illegally-built factories on farmland, with respect to its own responsibility, the Cabinet passes the buck or shies away whenever it can, while on such issues as typhoon disaster prevention, Su Tseng-chang demonstrates his aura of official authority and oppresses the opposition whenever he seizes the opportunity. Don’t we call such a government decadent?
