Su Jia-chyuan (蘇嘉全), now secretary-general to the President, pledged “not to participate in any political party activities” when he was elected Legislative Speaker in 2016. However, when Tsai Ing-wen was first elected President later in the same year, Su visited Indonesia in September 2016 to give thanks to overseas communities of ROC citizens there for Tsai’s electoral victory, eliciting questions as to whether he violated administrative neutrality.

Yesterday, Huang Tzu-che (黃子哲), deputy director of the KMT's Culture and Communications Committee, further pointed out that in August 2018, Su had attended the inaugural ceremony for a “friends of Tsai club” in the Philippines, another DPP’s activity, running counter to his pledge made in 2016. Huang demanded that Su apologize to the public over the matter.
