New National eID Cards Not to Be Issued in October

The Ministry of the Interior (MOI) planned to integrate plastic ID cards and the Citizen Digital Card into new National eID Cards. A full implementation of the policy was originally slated for next October, but according to the MOI, the COVID-19 pandemic has delayed the schedule. However, voices from legal circles questioning the policy have not ceased.

Yesterday, many experts called on the government to confront controversies over information security risks and the lack of a special law protecting personal data.

The MOI states that laws relevant to personal data protection already exist, adding that people could choose whether they want their National eID Cards to also serve as the Citizen Digital Card. According to the MOI, a pilot scheme will start next year, without replacing all citizens’ existing plastic National ID Cards with new National eID Cards by way of legislation.

On the other hand, Audrey Tang (唐鳳), a minister of state without portfolio, agreed with the experts’ recommendation, hoping that the Cabinet would establish a special agency responsible for personal data protection.
