Su Chi: Buying Time for Change May Weaken Cross-Strait Relations

Su Chi (蘇起), a former secretary-general of the National Security Council and current Chairman of the Taipei Forum, a think tank, stated on April 29 that in the development of cross-Strait relations, "to shelve disputes, to communicate, and to have mutual trust" were all indispensable. Moreover, he reminded that the Mainland had just had their new leadership sworn in, and the cross-Strait relations were bound to have new developments. Su Chi went on to say that, therefore, Taiwan should cope with the situation carefully, and re-establish communication channels, rather than buying time for change.

In a Seminar on the 20th Anniversary of Koo-Wang Talks yesterday, Su Chi stressed that the intricacy and sophistication of the Koo-Wang Talks was that both sides of the Strait were willing to shelve disputes, and seek commonality while putting aside differences. However, in addition to shelving disputes, to communicate and to have mutual trust were also indispensable. Whether cross-Strait relations could have a positive development in the future would depend on smooth follow-up communication and adequate mutual trust, Su added.

However, Su Chi reminded his audience that Xi Jinping was a leader with a high-visibility style. Although the cross-Strait relations may not need to start over, we have to pay attention to the characteristics of the new leaderships, he added. "Moreover, Taiwan should be well prepared in political and policy field, so as to re-establish channels of communication and exert substantive effect; we cannot allow cross-Strait relations to weaken or soften," Su concluded.
