Food Scientist Chiang Been-Huang Appointed New Health Minister

Cabinet spokesman Sun Lih-chyun (孫立群) stated on October 17 that Chiang Been-huang (蔣丙煌), a food scientist and Cabinet minister of state without portfolio, was appointed as the new Minister of Health and Welfare after former Health Minister Chiu Wen-ta (邱文達) resigned on October 3 to take responsibility for the recycled oil scandal. Chiang will be Taiwan's first Health Minister without a background in medicine.
Premier Jiang Yi-huah stated that Chiang's appointment was "an extraordinary measure in extraordinary times" because previous health ministers had backgrounds in medicine or public health. Jiang stated that he hoped that Chiang could help the government to improve food safety procedures and rebuild consumer confidence.
Chiang, who holds a doctoral degree in food science from the University of Illinois, had been a distinguished professor at National Taiwan University's (NTU) Graduate Institute of Food Science and Technology, as well as the dean of NTU's College of Bioresources and Agriculture, before he assumed the position of minister of state without portfolio in March 2014.
