 Hung: LY's Internal Rules Need to Be Changed

KMT Presidential candidate Hung Hsiu-chu (洪秀柱) delivered a campaign speech yesterday at the Hsin-chu Allied Association for Science Park Industries (新竹科學園區同業公會). After her speech, Pan Wen-huei (潘文輝), general manager of Gintech Energy Corporation (昱晶能源), remarked that according to a Key Performance Indicator (KPI) assessment of the Legislative Yuan's (LY) performance, the LY should be regarded as a failure.

 Pan asked, "Since you come from the LY, can you explain to me why many KMT proposed bills failed to pass in spite of the fact that the KMT has a majority in the LY? Why is so much time spent in party-to-party consultations, but there are absolutely no accomplishments? If a private company made no profits, it would change course. If it couldn't do so successfully, it would go out of business."

 In response, Hung Hsiu-chu said she agreed, adding "If the LY cannot improve its performance, it should close its doors!"

  Hung went on to say that some of the LY's internal rules had to be adjusted, such as the fact that any political party caucus, or any political group formed by three or more legislators can join in the party-to-party consultations. She went on to explain that under the current consultation mechanism, a bill could not move forward if a small legislator political grouping decided not to cosign signifying its agreement to the consultations. In that case, the bill had to wait until after a one-month "frozen period" for further consultations, Hung noted.

 "If the LY decided to vote on the bill, the opposition might paralyze the proceedings by occupying the LY Speaker's podium or resorting to delaying tactics by proposing agenda adjustments two or three hundred times, which also frustrated many conscientious government officials," Hung complained.       

 Hung stated that if elected, she would do her utmost to change the LY internal rules.

 DPP Presidential candidate Tsai Ing-wen's (蔡英文) campaign office yesterday publicized its campaign finances, stating that Tsai did not accept contributions from conglomerates, adding that Tsai's campaign has so far received approximately NT$75 million (US$2.3 million) in donations, of which NT$48 million came from small donors.

 The Hung campaign office also publicized its campaign finances later in the evening, stating that from May 20, they had received a little over NT$50 million (US$ 1.5 million) all small contributions from 13,473 donors.
