Translation of an Excerpt
Good news abounds after the change of colors in Kaohsiung City; Foxconn and nine other enterprises are prepared to massively increase their investments in Kaohsiung, and the E United Group has decided to invest in a large-scale amusement park, while Hong Kong businessmen are also coming to Kaohsiung looking for investment opportunities. In addition, real estate operators also bank on the turning of the prosperity for the better by planning to introduce new projects. So many good tidings have given mayor-elect Han Kuo-yu, who has been filled with anxiety, a shot in the arm; however, these are only the first arrow, subsequently Kaohsiung needs more efforts in order to shake off the predicament of being "old and poor."
In order to achieve the super ambitious goal set by mayor-elect Han Kuo-yu, he needs a professional team with extremely-high quality, a forward-looking international vista, having enthusiasm and a willingness to make sacrifices, placing each member in the proper position, selflessly devoted to cooperation and hard work, while at the same time, understanding people’s pains and needs. Only so is it possible to create a prototype in two to three years. For this reason, the grouping of the mini-cabinet team is absolutely important; a slight compromise would lose its combat strength, undermining the trust and centripetal force of various circles for Han Kuo-yu. As to how to enable the whole City Hall team, from the top to the bottom, to seek benefits for the citizens in a spirit of comraderie, breaking the deadly malaise in the bureaucratic system of not only just going through the motions, but even countering underneath. This is the most important point among the important. It not only relies on the principle of "caliber above all"; it needs a set of effective mechanisms to encourage efficacy.
Secondly, from a “tail-trailing” city in Taiwan with heavy industries, if it wants to transcend the core capital in the north and become the richest metropolis, it needs to have a forward-looking vista, studying and referencing the strategies of great metropolises in the entire world, and drafting a superior development blueprint; only by doing so could it achieve rapid development in the near and mid-term, creating the aura of the richest metropolis.
The City Hall team needs to cooperate with each other without a hitch, avoiding the selfish departmentalism in the bureaucratic system, casting a cold eye or even pulling each other’s legs. It needs to develop a holistic performance where 1 plus 1 is greater than 2. If Han’s City Hall can present the new outlook as described above to the citizens, then every spot is unquestionably a bright spot in Kaohsiung City Hall, attracting investors to invest in enterprises one after another, attracting talent to move to Kaohsiung. Thus, "moving north" will eventually become something of the past, and "the richest metropolis in all Taiwan" will also be at its doorstep.
