Chairman Wu Po-hsiung confirmed at the Central Standing Committee meeting today that the Committee on KMT Charter Revision had been discussing the definition of party membership. Some committee members believe that in order to underscore the main axis of the KMT cross-Strait policy – peaceful development – the Charter ought to specifically stipulate that non-ROC citizens, as long as they dedicate themselves to the “peaceful development” of the country, should be deemed “party members in spirit”. This proposal is aimed at compatriots on the Chinese Mainland and non-ROC citizens overseas.

Wu also reiterated at the Central Standing Committee meeting his attitude and ideals in relation to party charter revision in the following three points:

1)Any revision of the party charter should be from the bottom up. We must seek the opinions of grass-roots members. The party has formed a Committee on Party Charter Revision, which has been doing this job. The Committee has not yet reached any conclusions; rather, it is at the stage of exchanging views and trying to form a consensus.

2)Currently, the most important responsibility of the KMT is to defend and safeguard the Republic of China. We shall defend and safeguard the Republic of China to the end against any attempt to destroy the Republic of China, whether from across the Strait, or from the Taiwan Independence elements. Currently, our responsibility is to “stand on Taiwan, giving it top priority”, and to fight for the security and welfare of the 23 million people of Taiwan.

3)With respect to cross-Strait relations, we will never, for our own partisan interest, provoke or create tensions. We hope to stress peace, mutual assistance, and cooperation for a win-win situation through the platform of dialogue erected in the past couple of years. These are our basic principles; they are very pragmatic. We want to strive for a better economy, a goal that has not changed. Those who create cross-Strait tensions and deliberately provoke the other side are, in our view, the people who love Taiwan the least.
