The “KMT Policy Guidelines,” proposed by the KMT Central Committee, were approved in the second session of the 17th KMT National Congress today. The Guidelines shall serve as a campaign platform for KMT candidates in future presidential and legislative elections.

Ⅰ.Economic Development—opening up in a positive, pragmatic manner and creating a second economic miracle
Create 100,000 job opportunities in 4 years, and raise per capita GDP to US$ 20,000
Develop Taiwan into a global center for R&D, capital raising and operations
Facilitate normalization of cross-Strait economic and trade relations and build a cross-Strait common market
Speed up the process of industrial upgrading, assist in the development of small and medium enterprises, and develop quality agriculture
Increase public-sector investment, enhance transportation and communications infrastructures, improve energy structure, and upgrade energy efficiency

Ⅱ.More Opportunities for the People—heeding the needs of the people and re-establishing Taiwan’s values
Improve the labor environment, protect labor rights, and enhance labor-capital relations
Instill international competitiveness in young people, and build a safe, fair, and healthy environment conducive to the development of young people
Implement the 12-year national education program with focus on test-free admission, and tuition-free features, and a priority on vocational education, as well as materialize the ideal of equal education opportunities
Establish realistic competence benchmarks, and design school textbooks and admission tests based on one single syllabus guidelines
Promote information technology education, and steer Taiwan toward the course of a lifelong learning society

Ⅲ.National Security—promoting cross-Strait peace and ensuring Taiwan’s security
Cultivate a harmonious cross-Strait relationship, establish a cross-Strait military mutual confidence-building mechanism, and conclude a peace agreement to bring about mutual prosperity and development to both sides of the Taiwan Strait
Consolidate defense build-up to ensure national security, and install a comprehensive defense system in accordance with the National Defense Act and the Ministry of National Defense Organic Act
Promote foreign relations to underscore our sovereign status, and unite overseas Chinese around the world by expanding communication and services
Speed up the process of defense modernization through reasonable arms procurement and active promotion of research, development, and manufacturing capabilities of military technologies
Expand regional cooperation, and actively take part in international activities and international organizations to promote peace and prosperity inside and outside the region

Ⅳ.Political Stability—implementing sunshine policies and consolidating Taiwan’s democracy
Honor the constitutional system, faithfully implement the dual-executive system, allow the legislature majority to form the Cabinet, build high-quality democracy, speed up the process of judicial reform, and uphold social justice
Promote “sunshine laws,” and ensure independent operations of the prosecutorial system to effectively tackle corruption
Push for readjustment of administrative districts, enlarge local financial resources, and strengthen self-governing capabilities of local governments
Push for legislature re-engineering in response to the halving of the number of legislators
Ⅴ. Care for Society—respecting cultural diversity and protect the rights of the disadvantaged
Install a comprehensive social security system, and attach emphasis to the development of diverse cultures
Protect the uniqueness of the lives, culture, and tradition of the indigenous people
Look after the disadvantaged, and ensure the rights and privileges of minority groups
Ensure the livelihood of elderly farmers and fishermen
Enact the “National Annuity and Insurance Act” to adjust existing labor insurance pension system to the form of annuity to ensure the livelihood of elderly citizens
Ⅵ. Quality of Life—building a wholesome environment and protecting the beautiful island of Taiwan
Promote ecological conservation, develop urban infrastructure, strengthen pollution control, and ensure sustainable development
Actively participate in global efforts to protect the environment to strike a balance between economic growth and environmental protection
Strengthen the disaster prevention and response system, enhance emergency and disaster prevention and response capacities to ensure the safety of life and property
Develop “culture for all citizens” to promote mental and physical health of all citizens
Reinforce safety and security within communities, and improve police officers’ ability to prevent crime, and track down and arrest criminals in order to create a safe living environment

Action Guidelines
Ⅰ.Economic Development
Develop Taiwan into a global center for R&D, capital raising, and operations, create 100,000 job opportunities in 4 years, and raise per capita GDP to US$ 20,000
Designate “economic development” as top priority in government administration
Confirm “liberalization,” “globalization,” and “pragmatism” as the key themes of economic development
Design stable, transparent, and predicable economic policies
Resolve the shortage of talent, water, electricity, and land
Develop industrial parks into science parks
Establish a taxation system with international competitiveness and maintain reasonable taxation incentives system
Speed up the process of connecting the domestic capital market to the international capital market, and deregulate controls on circulation of capital to encourage Taiwanese businesses abroad to list in TAIEX
Seek participation in new-round of talks with international economic/trade organizations and the WTO issues in a pragmatic manner, actively participate in economic cooperation in East Asia, and promote the signing of bilateral free trade agreements
Relax existing restrictions on employment and training for foreign and Mainland Chinese citizens in Taiwan
Promote cross-Strait economic and trade normalization, and build a cross-Strait common market
Speed up the process of introducing cross-Strait direct flights, construct “double golden flight circles” in Northeast Asia and Southeast Asia, which, with Taiwan at the center, connect with Shanghai, Tokyo, Seoul, Hong Kong, and Singapore, in order to boost the development in East Asia region, establish economic and trade cooperation ties, and ultimately, realize the signing of free trade agreements, construct a cross-Strait common market, and consolidate Taiwan’s status as a key member of global economy and trade
Deregulate restrictions on investment in Mainland China by adopting a policy of “opening-up in principle, with controls in exceptions”
Conclude agreements on cross-Strait investment protection, taxation, and capital flow, and allow local financial institutions to conduct business in Mainland China
Establish a system to facilitate the return of the capital of Taiwanese businessmen abroad to Taiwan, and designate packages regarding Mainland Chinese direct investment in Taiwan
Promote the standardization of products from either side of the Taiwan Strait
Speed up the process of industrial upgrading, develop high-tech industries, assist in the development of small and medium enterprises, and develop traditional industries
Maintain a year-on-year 10% increase in the national budget for science and technology development, increase the amount of research and development subsidies awarded to private companies, maintain a year-on-year increase in scientific development budget for industries to 30% of the total scientific development budget, and provide crucial support for fledgling industries, for example energy conservation, alternative energy, and biotechnology industries
Entitle research, development, design, employee training, and brand marketing to tax exemption, and cancel the 10% retailed earnings tax
Facilitate academy-industry cooperation, make full use of human resources, establish a system to introduce skilled immigrants, and introduce science and technology talent from Mainland China and the rest of the world
Promote the establishment of a university excellence center aimed at securing world-class achievement in key areas, and attach emphasis on international research projects to speed up the process of introducing new technologies
Use the small and medium business credit guarantee fund to finance small and medium enterprises, establish a “Regional Technological Service Center for Small and Medium Enterprises”, and construct Small and Medium Business Parks featuring local industries
Accelerate the development of service sector and facilitate the adjustment of economic structure
Actively promote the development of four major service sectors, including financial services, technical services, air and sea transport, and tourism and medical care, cultivate professional service providers, and realize globalization of local service providers
Realize balance in cross-Strait tourism with the aim of generating inbound tourism, from 1 million in the early stages to 3 million in 4 years, and generating annual tourism revenue of over NT$ 100 billion
Develop quality agriculture and enhance the welfare of farmers
Incorporate the subsidies for elderly farmers into the “national annuity system” to steer it toward social insurance, subsidies would still be awarded to elderly farmers until the introduction of the national annuity system, and increase the amount of subsidies for elderly farmers from NT$ 5,000 to NT$ 6,000 per capita per month
Promote “the third farmland reform” to readjust the designation of farmland consolidation and urban peripheral land, encourage farmland utilization and rental, enhance the application of farmland in the areas of ecological conservation and renewable energy
Accelerate the development of leisure and tourism-oriented agricultural and fishery areas, develop fishery areas to make preparations for the arrival of Mainland Chinese tourists
Safeguard the technical and product advantages of Taiwan’s agriculture, and assist in the protection of intellectual property rights
Strengthen the quality of financial institutions, extend the channels of financing for enterprises, expand the tax base, and ensure wholesome operations of state finance
Encourage healthy mergers of financial institutions to bring about modernization, diversification, and internationalization of financial operations, and facilitate wholesome development of capital market to enhance competitiveness of financial institutions
Accelerate the consolidation of financial regulatory bodies, maintain independence of monetary and foreign exchange polices, to facilitate transparency in financial operations and information
Establish more channels for corporate financing, strengthen the quality of banks, securities firms, and insurance companies, address the issue of non-performing loans for financial institutions, and speed up reasonable write-off of bad loans, establish a grassroots financial shares system and financial company system to strengthen the overall structure of Taiwan’s financial system
Initiate an across-the-board review of the taxation system and tax laws, expand the tax base, reform the tax system, reduce levy costs, realize equality in taxation, and shorten the gap between rich and poor
Limit financial expenditures, and expand sources of revenue and cut costs to realize a balanced budget, reduce national debt, and simplify existing taxation system
Establish a “Financial Restructuring Fund for Local Governments” using surplus tax revenue of the central government to write off bad loans over the course of several years in order to resolve local financial difficulties and lay the foundation of local development. Amend the Allocation of Government Revenues and Expenditures Act based on the readjustment of administrative districts in order to strengthen the local financial system and shorten the developmental gap between urban and rural areas
Promote the policy of reasonable privatization of state-owned enterprises and make more efficient use of state-owned properties to improve state finances
Increase public investment, enhance transportation and communications infrastructures, strengthen energy structure, enhance energy efficiency, and promote cleaner production and recycling
Accelerate construction of broadband network, and establish intelligent information network to lay a solid foundation for the development of knowledge-based economy
Construct high-quality transportation network, strengthen urban public transportation services, complete the construction of a round-the-island expressway, and meet the demand of transportation for the disabled
Promote intelligent management of transportation, enhance software and hardware construction for shipping, create a new face of the Asia-Pacific Aviation Center, promote renewable energy technologies, strengthen energy structure and develop diverse energy resources, and construct a “low-carbon homeland”
Initiate the research and development of cleaner production technologies, promote green production and green consumption, and promote recycling of resources
Construct e-government, energize the functions and services of the government, and facilitate cooperation between public and private sectors
Construct e-government and online government based on Taipei’s “Cyber City” experience, and combine regional and worldwide network to provide faster and more convenient Internet access in order to enhance international competitiveness of cities in Taiwan
Establish scientific performance management indicators, and re-create the positive partnership relations between the central and local governments
Energize the government’s functions and services and enhance administrative productivity by adopting the principle of total amount control in personnel management
Promote managementism-based policy of privatizing public affairs, and adopt a new policy implementation model which features greater cooperation between public and private sectors
Solidify the foundation of knowledge-based government, and re-create a new model for administrative operations of the central government based on the policy ideals of globalization
Re-shape the government administration ideal which focuses on the balance between efficiency, fairness, and justice

Ⅱ. More Opportunities for the People
Improve the job market, protect labor rights, and enhance labor relations
Encourage private-sector groups to take a greater role in establishing institutions to resolve labor disputes and to provide vocational training, and facilitate integration of vocational training and employment services
Amend the Employment Insurance Act to take care of a greater number of unemployed citizens and ensure the basic livelihood of the unemployed
Establish “Basic Living Wage” system to ensure the livelihood of grassroots laborers
Conduct an across-the-board review of age ceiling, and differential treatment based on age and sex in laws and regulations that concern the laborer, in order to construct an employment environment free of age and sexual discrimination
Provide incentives for employing disadvantaged groups by government agencies and private businesses, construct a comprehensive employment security network for indigenous and disadvantaged groups, and provide faster access to vocational training and employment service for citizens in faraway areas and outlying islands
Strengthen counseling and management of foreign laborers, crack down on employment of illegal foreign laborers, apply total amount control to the introduction of human resources, and design appropriate proportion and quantity of foreign laborers for different industries based on the policy of upgrading industries
Cultivate young people with international competitiveness and construct a safe, fair, and wholesome environment for young people to grow
Establish laws and systems to protect the rights and interests of young people, and provide young people with fair, diverse, and sufficient education and career development opportunities
Encourage young people to participate in decision-making and state affairs, enhance young people’s labor participation, and construct a mechanism to enable young people to take part in national development
Provide young people with opportunities to participate in volunteer services and display their talents, and encourage young people to be enthusiastic, and be courageous in the pursuit of self-realization and achieving goals in life
Promote exercise, physical fitness, humanities, and aesthetics, designate leisure resources and locations, promote leisure activities, and protect young people’s right to good health
Establish various counseling systems and networks to offer care and assistance to young people with behavioral problems, promote life education, gender education, financial management education, and career planning counseling for young people, and help young people develop a sense of responsibility and self-expectation, as well as the values of fairness and justice
Implement the 12-year national education program with admission test-free, tuition-free, features ,and a priority on vocational education, and materialize the ideal of equal education opportunities　
Entitle 5-year-old children to free schooling to lay a solid foundation for high-quality education, set as a priority the admission test-free, tuition-free, vocational education-oriented 12-year national education program , realize equal education opportunities for all citizens, broaden the scope and depth of holistic education, strengthen foreign language teaching, cultivate modern, well-rounded citizens with patriotism and international vision
Lower the admission age for children, issue schooling vouchers to all children, cultivate competent preschool education teachers, integrate public and private preschool education resources, establish sound preschool system, and protect the right to education for young children
Establish specific academic competence indicators, and compile textbooks and design admission tests based on one single set of syllabus guidelines
Establish quality indicators for national education, improve education resources distribution mechanism, provide incentives for establishment of private schools, encourage investment in private schools, re-establish education budget guarantee mechanism, expand education budget, and enhance the quality of education of all levels
Realize well-round university education, with special emphasis on language expression and self-management capacities
Respect autonomy of universities, enhance the quality of academic research, promote diverse development of universities, and realize excellence-oriented higher education
Open up local universities to Mainland Chinese students to promote cross-Strait exchanges between young people
Strengthen information technology education, and steer Taiwan toward the course of a lifelong learning society
Widely install lifelong learning institutions such as community colleges and online colleges, promote diverse learning channels, encourage private sector to provide in-service training opportunities, establish recurrent education systems, promote academic attainment certification system, place equal emphasis on regular and non-regular learning activities, and enhance public willingness for learning to steer Taiwan toward the course of a lifelong learning society
Enhance broadband network infrastructure, bridge the digital education gap between urban and rural areas, promote the development of online learning industries, construct a healthy online learning environment, and promote happy online learning for all people
Construct a personnel system exclusively for education personnel, entitle both public and private education institution personnel to the same regulatory and remuneration packages, promote incorporation of public education institutions, and facilitate the development of education reform through differentiating civil servants and education personnel and introducing innovation of personnel system
Actively conduct performance reviews of private schools, provide assistance for the development of private schools, increase subsidies and tuition grants awarded to private schools with an outstanding record and students of private schools to lighten the financial load of parents, and shorten the gap of resource allocation between public and private schools

Ⅲ. Give People a Land of Security
Create a harmonious cross-Strait relationship, establish cross-Strait peace agreements, and enhance the development of mutual prosperity
Pursue a peaceful, stable cross-Strait relationship and establish a military confidence-building mechanism in accordance with the National Unification Guidelines, based on the 1992 consensus of “one China, different interpretations,” and gradually realize the prospect of peace, mutual benefit, and mutual prosperity on the premise that Taiwan’s interests are served first
Put aside cross-Strait political disputes in favor of a healthy competition of systems , embark on across-the-board political and economic development in order to shape up a modern nation of democracy and free economy
Resume cross-Strait dialogue, sign peace agreements, put an end to the state of hostility, realize cross-Strait direct flights in a year, expand educational, cultural, economic, agricultural, and financial exchanges, and construct a cross-Strait common market
Strengthen national defense system, and ensure national security
Construct a modern national defense system that involves all citizens and use it to consolidate the strength of the forces in order to realize the strategic guidelines of “effective deterrence, resolute defense”
Establish a comprehensive national defense system in accordance with the National Defense Act and the Ministry of National Defense Organic Act
Reinforce the military operations mechanism, strengthen the combined operational capacities of the armed forces, and elevate their strength to the maximum
Speed up the process of modernization of national defense through reasonable arms procurement and active promotion of research, development, and self-manufacturing capability of military technologies
Attach adequate importance to ethics in the military seniority system, respect the honor of military officers, entitle military officers to a higher social status, and protect the rights of active-service soldiers and veterans
Promote foreign relations, and national sovereignty
Expand regional cooperation, actively participate in international activities and international organizations, give priority to entry to international economic and financial organizations, strengthen and promote diplomatic ties, actively expand substantive relations with all nations, and realize the objectives of prosperity, and democracy in the region
Attach emphasis to the objectives of foreign policies, namely, security, peace, prosperity, mutual benefit, democracy, and humanitarianism, to promote national sovereign status
Continue promoting economic and technological cooperation to fulfill Taiwan’s duties as a member of the international community
Unite overseas Chinese compatriots around the world by facilitating communications
Promote the Chinese culture and Chinese language teaching, facilitate economic and trade development, and support the activities of overseas Chinese communities, and join hands with them to build an organic overseas Chinese communal body in the world
Those who appreciate Chinese culture and uphold the values of freedom and democracy are regarded as compatriots, and happiness and security of overseas Chinese should be pursued regardless of dialects, regions, political orientations, religious beliefs, and identity
Ⅳ. Give People Political Stability
Observe the Constitution and its amendments, materialize the dual executive system, and insist that the parliamentary majority should form the Cabinet
Uphold the principles of party politics and responsibility politics, and clearly define the roles and political accountabilities of political parties
Enact the Political Party Act and amend the Political Contributions Act to govern issues related to political groups, political campaigns, political contributions, and other issues regarding activities of political parties in violation of democratic principles and systems governed by law, and regulate and restrict controls over investments and profit-seeking enterprises run by political parties in a reasonable manner
Promote Legislature organization re-engineering in response to the halving of the number of legislators
Reform the existing committee convener system, the Plenary-Session-Center system,, and party caucus consultation system, and construct a new Legislature based on professional committees
Promote the legislation of parliamentary hearings, inquiry and investigation, strengthen the exercise of impeachment and recall, powers and observe the right to review personnel appointment in order to promote the powers of Legislature in oversight and in the checks and balances system
Speed up the process of judicial reform, and maintain social justice
Devise the reform of judicial system with prudence, and confirm the direction of “consolidation of judicial systems” to ensure national stability and normal operations of the judiciary
Promote the “compulsory counsel system” to enhance the quality of lawsuits, and promote the “legal assistance system” to protect the rights of the disadvantaged
Require prosecutors to exercise prudence in indictments, avoid “selective investigations or indictments,” and exclude any form of political interventions to ensure basic human rights
Support the proposal of combining the qualifying examinations for judges, prosecutors, and attorneys to be conducted at least twice per year, and consolidate the qualifying examinations with ensuing training course to enhance the quality of judge and prosecutors
Encourage university law professors to participate in the actual operations of the judiciary and prosecutorial system in order to enhance the practicability of legal teaching, and consider setting up disciplinary tribunals for judges and prosecutors to eliminate incompetents
Promote “sunshine laws,” and ensure independent operations of the prosecutorial system to effectively bring an end to corruption and the influence of organized crime in politics
Promote “sunshine laws” to disqualify citizens with a gangster background in organized crime, and those who attempt to meddle in elections by means of vote-buying and violence from running, and adopt the new state-sponsored election system
Strengthen anti-corruption system, amend the Money Laundering Control Act, establish comprehensive measures to prevent money laundering, upgrade the legal status of the Money Laundering Control Center, and enact the “Lobbying Act” to eliminate all forms of under-the-table activities to prevent illicit interest exchanges
Amend the Presidential and Vice Presidential Election and Recall Act, the Public Officials Election and Recall Act, and the Assets Declaration by Civil Servants Act, establish an effective system to monitor property declaration records, strictly regulate government-business relationships, eliminate all forms of lobbying by privileged classes and briberies, and subject civil servants to strict investigation and punishment for filing inaccurate assets records
Amend the Civil Servant Service Act to subject civil servants to criminal punishment for receiving unethical or illegal benefits and visiting improper establishments
Establish a sunshine system for local politics, enact laws to govern the actions of local elected officials, and ensure financial discipline for local governments to prevent corruption of grassroots politics under the influence of corruption and organized crime
Activate readjustment of administrative districts, enlarge local financial resources, and facilitate autonomous administration of local governments
Promote the consolidation of Taichung City and Taichung County and upgrade it to the status of a special municipality, realize “creation of three cities, three hubs, and development of an urban prosperity circle,” facilitate the full development of the Greater Taichung Area, expand the size of existing provincial level municipalities, facilitate the consolidation of city and county governments within the same metropolitan area, and move toward the goal of creating administrative districts consisting of three special municipalities and fifteen counties to strike a balance in the development between urban and rural areas
Make adjustments to existing local government system, allocate NT$ 100 billion as the “Local Fiscal Reconstruction Fund,” resolve local fiscal difficulties, promote local public constructions, entitle special municipalities and other cities and counties a higher degree of autonomy in the areas of fiscal policy, organization, and personnel appointments, promote the restructuring of local governments, exercise planning and control in the areas of organization and human resources, eradicate waste of resources, and deny access of the black and gold to administrative operations
Promote clear division of power between central and local governments, construct a consultation mechanism between central and local governments, set the proportion of centrally-allotted tax revenues, enhance the self-rule of local governments, establish a healthy competition and interactive cooperation mechanism among local governments, gradually promote the “wider-region administration” based on the existing foundation of “North Taiwan Regional Cooperation Promotion Committee,” and establish regional governments to facilitate cross-city and cross-county construction and development
Ⅴ. Build a Society of Love and Care
Install a comprehensive social security system, and attach emphasis to the development of diverse cultures
Put emphasis on a diverse culture welfare system which satisfies the needs of women, the elderly, youths and children, the indigenous population, the disabled, and the families of foreign spouses, as well as the need for development for all citizens, and construct a healthy social welfare system
Enact the “National Annuity Insurance Act” to ensure the financial security for senior citizens, and maintain all existing welfare packages for the elderly, including all forms of allowances and subsidies, until the implementation of the “National Annuity Insurance Act”
Speed up the process of introducing a combination of labor insurance pension system and lump sum payment system, the laborer may have the option of annuity payment, which shall be no less than NT$ 6,000 per month
Enhance the financial security for elderly farmers and fishermen
Promote the “long-term care insurance” system, and materialize long-term care system for the elderly
Enact the “Social Welfare Basic Act” with clear definition of the responsibilities for central and local governments and the average growth rate for social welfare expenditures, and establish the Ministry of Social Welfare in charge of all related affairs
Activate reform of the national health insurance system, maintain the single insurance carrier system, and introduce entrepreneurial management to national health insurance system to enhance management efficiency and ensure each and every citizen is covered in the national health insurance program
Provide better social care packages for the indigenous population, including nursery, nursing homes, medical care, employment, education, and housing
Protect the uniqueness of the lives, cultures, and traditions of the indigenous peoples
Promote the self-rule of indigenous tribes, encourage the political participation of indigenous people require government agencies and private companies to observe the employment regulation with regard to hiring indigenous people, and enhance the ethnic development and self-rule of indigenous tribes
Provide better social welfare packages for the indigenous peoples, including nursery services, employment for women, nursing services, and medical care, and provide schooling subsidies for indigenous students in order to cultivate professional talents
Develop indigenous economic and cultural industries, improve the value of indigenous handicrafts, and use official resources to facilitate promotion and marketing of indigenous handicrafts
Look after the disadvantaged, and ensure the rights and privileges of minority groups
Construct a space conducive to the fair and reasonable development of the Hakka people, create conducive environment for the preservation of Hakka language and culture, and actively train and promote Hakka people with expertise in political and cultural affairs to enable the Hakka people to preserve their cultural heritage with confidence
Realize the spirit of the Constitution and protect the rights of the Mongolian and Tibetan peoples, cultivate Mongolian and Tibetan talents, and pass down Mongolian and Tibetan cultures
Provide more employment opportunities for women, and promote flexible working hours, childcare leave, and home office to benefit more women
Enact family support laws to provide assistance for single-parent families and other financially disadvantaged families in the areas of housing and employment
Eradicate the practice of “human trafficking” protect disadvantaged women from sexual exploitation, and subject human traffickers and enslavers to harsh punishment
Develop a long-term home care system, explore home care resources, and construct protection network and alerting system for the elderly
Propagate the concept of health and disease prevention to lower the disability rate, construct comprehensive and convenient rehabilitation and placement institutions, provide special education and vocational training opportunities for the physically and mentally handicapped to ensure their rights to education and employment, and establish barrier-free spaces in public places and scenic spots for the disabled
Establish after-school care network, promote community babysittering support program, integrate the administration and oversight of different kinds of establishments for after-school care and talent classes, and set up a comprehensive nursery service system
Launch an a full promotion of school social work, coordinate with privately-operated children and youngster service organizations to provide assistance and counseling services for pupils with special needs, and take measures to prevent dropout and improper behavior

Promote ecological conservation, develop urban infrastructure, strengthen pollution control, and ensure sustainable development Protect natural geographical features and forestry, improve ecological balance, enhance the conservation of biodiversities, and protect the ecological environment
Protect natural landscape and natural resources, preserve Taiwan’s local history, protect cultural heritage and historic monuments, facilitate management of natural resources, and combine natural resources with tourism development
Enhance conservation of coastal and fishery resources, and ensure sustainable use of coastal and marine resources
Speed up the process of river remediation and pollution control, increase the ratio of sewage systems and water-friendly environments, promote reasonable application of recovered groundwater to ameliorate the problems of ground subsidence and worsening water quality
Make reasonable use of land resources, build a comfortable and healthy living environment, promote urban renewal projects, enhance the quality of life, and ensure sustainable use of land
Install more facilities to recycle waste in order to promote resource recycling, and enforce management of hazardous industrial waste to ensure the quality of ecological environment
Actively participate in global environmental protection events and place equal emphasis on economic growth and environmental protection
Participate in the global promotion of sustainable development in accordance with Agenda 21
Observe environmentally-related international conventions, insist on all no-regret environment protection measures
Promote the Green Accounting, and place equal emphasis on economic growth and environmental protection
Actively involve in international cooperation programs to promote sustainable management of resources and environment
Strengthen disaster prevention and response system, enhance emergency and disaster prevention and response capacities to ensure the safety of life and property of the people
Strengthen the national agency responsible for disaster prevention and response, consolidate the central command mechanism for emergency response, integrate search and rescue teams, and establish effective and efficient disaster prevention and response communications network and command system
Integrate grassroots disaster prevention and response capacities, establish cross-city, cross-county joint disaster prevention and rescue organizations, enhance planning and execution capacities of regional disaster prevention and rescue programs, and incorporate civilian rescue organizations and voluntary service groups into disaster prevention and rescue drills and response mechanism
Establish community disaster prevention and response network, and establish all people fire brigades and rescue network to enhance the self-help, response, and rescue capacities for communities
Set up the national disaster prevention and response fund by way of collecting surcharges, to be used in major disaster rescue and relief work
Develop “culture for all citizens” to promote mental and physical health of all citizens
Promote the essence of traditional culture, enhance conservation of cultural heritages, create an aesthetic environment, promote art education for all citizens, amend cultural laws and regulations, create a healthy environment for cultural development, strengthen the functions of cultural institutions, encourage the public to participate in cultural events, protect the profession of art, enhance the quality of artistic creations, revive cultural industries, and promote the concept of culture in daily life
promote self-discipline mechanism in the news media to revive professional ethics and protect freedom of speech, create a high-quality media market environment in response to the rapidly growing digital technologies in order to enhance the competitiveness of local audio and visual cultural industries in the international market, and launch international promotion campaign and cultural exchange to renew Taiwan’s international image
Promote the concept of sports for all people, protect human rights in sports, promote sports-related scientific research, enhance the competitiveness in certain sport events, wage campaigns to host major sports events, promote international and cross-Strait sports exchange, develop sports and health industries, and raise funds for the development of domestic sports through various channels to cultivate dynamic, healthy citizens
Reinforce public security, and improve crime prevention, investigation, and capture capacities of police officers to build a safe living environment for the people
Require mayors and magistrates to convene meetings twice per month to discuss the public security status for the past two weeks to come up with ways to improve the situation
Adopt “polarized criminal policies” to prevent crime, facilitate cross-Strait cooperation to conduct major criminal offenses enhance police administration efficiency and crime prevention, investigation, and capture capacities to prevent violent crimes and property crimes
Promote innovation of police administration, adjust existing police evaluation system to include efficiency of crime prevention, establish the “police service quality control unit” to enhance the quality of police service, and establish service-oriented, crime-deterrent police administration
Maintain autonomy in police administration, consolidate personnel and funding systems for police administration, exclude political intervention in police administration, establish a standard operational procedure for police interrogation to ensure human rights protection, establish multiple promotion channels for police officers, break the traditional closed promotion system, and realize reasonable police administration with emphasis on maintaining public order
Promote legislation of the “Anti-Harassment Bill” and expand the scope of application of the court-issued criminal protection order
Establish priority area for women and children safety to weed out crime against women and children and enhance a better sense of security for them
Integrate the public security system, establish the General Police Administration responsible for supervising all public security operations, and establish the “Public Security Operations Center” to adopt a bottom-up approach to turn the suggestions of citizens into actual policies
Deploy “public security watchdogs” to weed out burglaries to protect the lives and properties of citizens, and establish the “crime diagnosis special unit” to prevent crime
