Ma Ying-jeou's economic policies

Ma Ying-jeou, KMT Presidential candidate, concluded his long-stay program on Sunday, November 11, in Taipei. He announced the following economic policies:

National Economic Development Projects

(1)Opening the three direct transportation links
(2)Pushing for swift lifting of the ban on Mainland Chinese tourists, with 3,000 allowed per day (1 million allowed per year) at first and 3 million allowed per year in the mid and long-term future
(3)Relaxing the restriction which forbids a Taiwan-based company to invest more than 40% of its net assets in Mainland China
(4)Creating the NT$ 100 billion local fiscal reconstruction fund to improve local finances
(5)Planning a NT$ 30 billion tourism industry development fund to help local governments develop tourism industry
(6)Planning a NT$ 30 billion local industrial development fund to help local governments develop local industries


Agricultural and Fisheries Development Projects

(1)Strengthening negotiations over fishing rights to ensure security in fishing activities
(2)Creating a comprehensive management mechanism for Mainland Chinese fishing-boat deckhands to safeguard the rights of fishing vessel owners and deckhands
(3)Creating the North Coast Leisure and Tourism Zone to construct a leisure and tourism corridor along with the fishing industry
(4)Creating a management mechanism for the zoning and classification of farmlands to make better use of urban peripheral farmlands
(5)Conducting an across-the-board review of agricultural tourism laws and regulations, and relaxing the restrictions on the establishment of urban peripheral leisure farms to a reasonable extent
(6)Promoting “responsible agriculture,” with emphasis on production and marketing of fresh produce in urban peripheral farmlands


Economic Development Projects for Taipei City, Taipei County, Keelung, and Yilan

(1)Introducing the eight-year, NT$ 160-billion Northern Taiwan Mass Rapid Transit Network development program
(2)Continuing with the Tamsui River Pollution Remediation Project, with the aim of turning both Taipei City and Taipei County into a beautiful riverside city
(3)Supporting the flood prevention project for Northern Taiwan to free Shezih of the pain of flooding
(4)Amending the National Health Insurance Act to settle the controversies surrounding labor insurance and health insurance subsidies
(5)Supporting the draft version of the Government Revenues and Expenditures Act proposed by Taipei City, Taipei County, and the KMT Think Tank to strengthen local finances
(6)Pushing for swift completion of the riverside expressways in Taipei County, the No. 2 Special Expressway, the Bali-Hsintien section of the East-West Expressway, the Hsintien-Ankeng No. 1 Expressway, and improvement in the Wugu Interchange of the Jhongshan Freeway, the traffic problem in Tamsui and the North Coast, as well as construction of the Zhi-tou Highway, the surface roads on the northern bank of Tamsui River, and the Tamkang Bridge
(7)Pushing for swift review of the necessity of flood control on the second-class flood plain control zone in Wugu
(8)Pushing for the relocation of Tucheng Detention Center to bolster economic development in Tucheng
(9)Turning the Keelung Port into an international port city
(10)Pushing for the extension of the Minsheng-Sijhih MRT Line to Keelung
(11)Pushing for the creation of Northern Taiwan Comprehensive Science Park in Keelung
(12)Subsidizing Keelung’s commercial port construction
(13)Supporting the renewal plans for the Keelung Train Station and Keelung Port City
(14)Accelerating the construction of the Marine Science Museum and supporting the creation of a marine science park in Keelung
(15)Conducting an assessment on the construction of a straight-line railway connecting Taipei and Yilan
(16)Allowing large vehicles to pass through the Hsuehshan Tunnel during off-peak hours
(17)Assisting the Yilan County government in the construction of the Yilan Scince Park
(18)Assisting in the development of cultural-innovative, and tourist industries in Yilan County
