In response to the Executive Yuan’ s push for the one-stop voting procedure by threatening to replace chairmen of local election committees and local election workers, KMT Chairman Wu Poh-hsiung, on December 26, said that, “The DPP knows that the one-stop voting procedure will result in many disputes and yet insists on doing so in order to make use of the plebiscite to disturb or destroy the legislative elections. I hereby solemnly appeal to the DPP to give up its insistence on the ‘one-stop’ voting procedure. Democracy in Taiwan should not be destroyed by President Chen’s ambitions.”

“The Democratic achievement in Taiwan that we are so proud of is now facing its most severe crisis and even possible destruction. The Central Election Commission (CEC), which was originally intended to be unbiased, independent, fair and unselfish in handling election affairs, has turned itself into an a election tool commanded and controlled by DPP Chairman Chen Shui-bian,” Wu indicated.

Wu mentioned that the DPP used barbaric means to block the legitimization of the CEC through legislation, and forced the plebiscites to be tied with the legislative elections. Although the defensive plebiscite was tied with the 2004 Presidential election, the CEC adopted a two-stop voting procedure and caused no turmoil. However, for the upcoming elections the CEC has intentionally adopted a one-stop voting procedure which may easily cause turmoil. Trouble may ensue as a result of voters’ decision to draw two, three or four ballots. What happens if voters take blank ballots out of polling stations (which is illegal)? Will election results based on vote-counting of the legislative ballot boxes be challenged because plebiscite ballot boxes contained legislative ballots? All of these situations would lead to disputes, quarrels or even riots. The purpose of the DPP’s vicious plan is to make use of the plebiscite to disturb or destroy the legislative elections.

Wu proclaimed, with only two weeks before the legislative elections, “I solemnly appeal to the DPP to give up their demands. The KMT has only one humble request: The legislative elections must run smoothly. I hope that the public wield their power of justice so that democracy in Taiwan would not be destroyed by Chen Shui-bian’s ambitions.”
