President Ma has adopted more reconciliatory cross-Strait policies since he took office. Therefore, after a 13-year hiatus in negotiations between the Strait Exchanges Foundation (SEF) and the Association of Relations Across the Taiwan Strait (ARATS), cross-Strait dialogues were resumed last June, nearly one year ago.

Since the SEF resumed dialogues with the ARATS, there have been three meetings to date. Nine agreements have been signed, including tourism, direct flights, food safety, financial cooperation, and mutual legal assistance in judicial matters.
