KMT CSC: Ma Ying-Jeou Eligible to Run in Chairmanship Election

The KMT Central Standing Committee (CSC) meeting on January 23rd unanimously adopted a resolution, introduced by CSC member Huang Chao-shun (黃昭順) and co-sponsored by 25 other CSC members, that according to the Civil Associations Act and the KMT Party Charter, Chairman Ma Ying-jeou was eligible to run in the KMT Chairmanship election again.
Vice Chairman Tseng Yung-chuan (曾永權), who concurrently serves as party secretary-general, stated that in accordance with the KMT Party Charter, the CSC resolution, as adopted, would be used as a basis to solve the dispute over the definition of “term of office” for a Party Chairman, and would also be reported to the next meeting of the Central Committee for information and reference.
【Editor’s Note: 1) According to Article 17 of the KMT Party Charter, the term of office of the Chairman shall be four years. The Chairman may be re-elected once. Should the office of Chairman become vacant, the most senior Vice Chairman shall act as Chairman, and the Party shall elect a new Chairman to fill the remainder of the term of the vacated Chairmanship within three months. Should the office of Chairman become vacant and the remainder of his term be less than one year, the most senior Vice Chairman shall act as Chairman for the remainder of his term.
2) Anyone who participates in and wins a chairmanship by-election shall be the new Chairman. Therefore, the new Chairman shall be eligible to run for re-election and serve as Chairman only once.】
