Overdoing in New Southward Policy: Technical High Schools Rely on Brokers for Enrollment

The falling birth rates threatens the enrolment of private technical high schools; to fight for new students and in collaboration with the New Southward Policy, the Overseas Community Affairs Commission in recent years has expanded programs of industry education cooperation for overseas Chinese students; from only one hundred new students every school in early years, it rapidly increased to recruiting over 1,600 new students for 13 schools this year. However, news has been leaked out about fierce competition for new students; the market has reported the chaotic situation of brokers helping to recruit new students with schools and overseas Chinese students paying brokerage fees.
Chen Kuo-ching, board chairman of Chung-shan Industrial and Commercial technical high school in Kaohsiung City, revealed if the schools could recruit no new students from overseas, they have to pay brokerage fees of NT$5,000 per student. In addition, the students would have to pay an equal amount. Some schools shoulder the brokerage fees for both schools and students totalling NT$10,000, even exempting or reducing miscellaneous fees and dormitory fees.
Chen Kuo-ching added that some overseas Chinese students are even allowed to take part-time jobs affecting their concentration in classroom studies.
