TJC Rebuts Huang’s Reference to Rising Like Phoenix from Ashes by Reorganization

On December 10, Huang Huang-hsiung (黃煌雄), the first chairman of the Transformational Justice Commission (TJC), who resigned in disgust, called on the TJC to organize a new team so that it could rise like a Phoenix from the ashes and rebuild social credibility. In a press release issued yesterday evening, the TJC pointed out that it wondered whether Huang’s personal advice was affected by the KMT legislative caucus’ “refusal to review the 2019 budget bill for the TJC before the Commission underwent a comprehensive reorganization.” The TJC went on to say that, however, in accordance with the Statute Governing the Promotion of Transformational Justice, the Premier had the authority to remove TJC members from their posts only on statutory grounds, adding that Huang might have a different understanding of the TJC’s nature or the Statute’s contents, so he made such a recommendation.
With regard to the fact that the KMT had blocked the budget bill for the TJC in a legislative committee, the TJC criticized that if the KMT was unwilling to face, in a rational manner, what it had done during the authoritarian era, no matter how the TJC reorganized, the KMT would never be satisfied.
[Editor’s Note: The KMT caucus refused to review the 2019 budget bill for the TJC because Yang Tsui (楊翠) appeared before the legislative committee for the budget review as acting TJC Chairperson, leading the KMT caucus to question the legitimacy of her position. The KMT believed that after Huang’s resignation, a new TJC Chairperson should be nominated by the Premier and confirmed by the Legislative Yuan in accordance with the provisions of the Statute Governing the Promotion of Transformational Justice.
