On the third day of the Chinese New Year (February 7), KMT Chairman Wu Den-yih (吳敦義) distributed red envelopes (cash gifts) in Nantou and Changhua counties. He indicated that because the government decided to hold the presidential and legislative elections together on the same day on January 22, the KMT would activate its primary mechanism for candidates in both elections starting April, and would be completed in July, at the latest.
According to the United Evening News (February 11), the current rule for the KMT primary is that the presidential candidate would be chosen based on both opinion poll results and votes by KMT membership, 70% and 30%, respectively. Presidential hopefuls for the primary could decide beforehand that the primary be based on 100% of opinion as long as the majority of them agrees with that approach. However, should presidential hopefuls prefer the US-style primary, the KMT must adopt a special rule for it.
