THE Union on Disputes over Amendment Bill to Teachers’ Act: Saying It Should Be Suspended

The amendment bill to the Teachers’ Act elicited many controversies, and now higher education circles have also expressed discontent. The Taiwan Higher Education Union (THE Union) yesterday indicated that the amendment bill adopted by the Executive Yuan (Cabinet) gave colleges and universities the authority to formulate stricter promotion standards, which would become the means for these institutions to abuse promotion systems and dismiss university faculty, calling on the Legislative Yuan to suspend the review of the amendment bill.
On April 15, the Education and Culture Committee of the Legislative Yuan met in session for an initial review of amendment bill to the Teachers’ Act submitted by the Cabinet. Because many provisions in the bill elicited controversies, both teacher and parent groups protested on the streets repeatedly. The amendment bill was originally scheduled to be reviewed, article by article, this afternoon, but the Ministry of Education (MOE) urgently recommended another version, and public hearings were to be held instead.
Education Minister Pan Wen-cheng (潘文忠) yesterday also emphasized that the MOE would invite related groups to engage in in-depth communication vis-à-vis their concerns and seek a consensus on constructing an objective review mechanism to remove unqualified teachers from schools.
