The KMT has been reflecting on its narratives concerning cross-Strait relations. The Young Turks within the party hoped to propose a KMT version of the “New Resolution on Taiwan’s Future”, putting “democracy and defending Taiwan” at its core and diluting the “1992 Consensus / one China with respective interpretations”.
Former President Ma Ying-jeou (馬英九) thought that the “1992 Consensus” should not be rashly jettisoned, but with four prerequisites, namely, “abiding by the Constitution of the ROC”, “supported by popular opinion”, “accepted by the Beijing authorities”, “understood by the international community”, he was not opposed to giving the “1992 Consensus” a new meaning.
Su Chi (蘇起), former secretary-general of the National Security Council, stated that the KMT should think about whether it would surrender to, fight against, or get along with the Mainland.
Chao Chien-min (趙建民), dean of the College of Social Sciences at Chinese Culture University, pointed out that examining the “1992 Consensus” was the wrong direction, adding that the key was whether the ruling party could secure peace in the Taiwan Strait.
Chang Wu-ueh (張五岳), an associate professor of the Graduate Institute of China Studies at Tamkang University (淡江大學), said candidly that Ma’s four prerequisites would be the best situation, but it would not be easy to fulfill them. He explained that the key lay in how Beijing would view and interpret the new “1992 Consensus”.
