Earlier, Hsu Yu-hsiu (許玉秀), a former grand justice, indicated that President Tsai Ing-wen had asked Grand Justice Lu Tai-lang (呂太郎), the immediate-past Judicial Yuan (JY) Secretary-General, to come to a meeting at the Presidential residence the President held with judicial reform groups and “berated” him in front of everyone. Yesterday, Lu stated that he went to the meeting to explain a draft amendment bill to the Code of Criminal Procedure with respect to the appraisal system, a section that he used to lead at the National Affairs Conference on Judicial Reform, adding that he did not hear Tsai berate anyone.

On March 27th, President Tsai invited judicial reform groups and JY Secretary-General Lin Hui-huang (林輝煌) to discuss judicial reform progress. Since Lin just came to office, he was not quite familiar about the process of consultations on the appraisal system. Tsai, as a result, requested Lin to ask Lu whether he could come to the meeting to explain it.

According to Lu, he believed that it was necessary to explain it clearly in person so as to avoid misunderstandings. He said that he did not go to express opinions on policies from the standpoint of a grand justice, but merely to openly explain the facts of matters that he had taken charge at the time in the past.
